According to the sugauli treaty signed between nepal and british india in 1816, the mahakali river that runs through the kalapani area is the boundary between the two countries. The bill seeks to validate the new map of nepal by revising the map in the national emblem. This is the map that nepal recently published and sparked off a row with india. Nepal has updated its political map and created a controversy by including the indian areas of kalapani, lipulekh, and limpiyadhura in its territory.
